A call for tenders to finance this program was launched at the initiative of the ministry of National Education, Vocational Training, Higher Education and Scientific Research  and the Federal Ministry of Education and Research of Germany with the aim of promoting international cooperation in research and development.

The program aims to intensify cooperation between Moroccan and German researchers and to better involve the industrial sector in order to valorize research results in both countries, according to a press release of the Ministry of National Education.

Projects include areas related to water and the environment, climate change, biodiversity, food sciences, renewable energy and energy efficiency, biomedical research and artificial intelligence.

In addition to the mobility of researchers, the program focuses on providing scholarships for Moroccan students to complete doctoral theses in the framework of a co-tutorship between Moroccan and German universities, as well as logistical support for research work.
