This text, voted in the presence of minister delegate to the minister of the Interior, Noureddine Boutayeb, aims to establish a national registration system for families and persons wishing to benefit from social assistance programs managed by public administrations and local authorities through the creation of a unified social register, a national population register and a national agency responsible for supervising this system.
It will promote the emergence of a legislative arsenal capable of making access to social support programs more flexible. The terms and conditions will be set out under a statutory instrument.
The project will enable the establishment of a national population register for the processing, verification and updating of data on natural persons. This national register offers the possibility of identifying persons wishing to be included in the unified social register in order to benefit from support programs, a process that involves verifying the identity and relevance of the information provided for this purpose.
According to the text, any person belonging to a family eligible for the above-mentioned programs must already be registered in the national register.
It also provides for the establishment of the national agency of registers, a public institution with legal personality and financial autonomy dedicated to the management of the national population register and the unified social register.
The agency will undertake to ensure the protection of digital data and the integrity of the information system relating to registered persons, to grant a civil and social digital identifier to beneficiaries and to provide verification services for the data contained in the social and population registers.
