In his presentation before the Committee on the Interior, territorial authorities, housing and city's policy at the House of Representatives, Boutayeb indicated that this law is meant to target a broad category and is an ambitious initiative towards the reform and renewal of the support and social assistance system in Morocco, in application of the High Royal Instructions contained in the Speech of the Throne dated July 29, 2019.
In harmony with the royal vision, the efforts made within the framework of this bill focused on strengthening the structure of social services provided, improving their performance within the framework of an integrated national system of registration of families wishing to benefit from support programs or social services, supervised by public administrations, territorial authorities and public bodies, with a view to mobilizing the means necessary to ensure fair and equal access to all beneficiaries without any form of discrimination, in accordance with the provisions of article 31 of the Constitution, he noted.
On this occasion, he reviewed the pillars on which this targeting system is based in order to achieve the set objectives, namely the creation of the National Population Register, the setting up of a unified social register, the personal data protection included in the register and the creation of the National Register Agency.
For their part, the members of the House of Representatives considered that the bill represents a constitutive element of the experience of Morocco to strengthen the social dimension and provide services and programs which preserve the dignity of the citizen, describing this project as "strategic" and likely to strengthen the confidence of citizens while promoting social justice by targeting the categories concerned.
