In response to a central question in the House of Representatives on "the Ministry of Health's plan for upgrading the sector after easing quarantine restrictions, Ait Taleb said in a speech read on his behalf by the Minister of Labor and Professional Integration Mohamed Amekraz, that this strategy is based on the safety of healthcare professionals and preventive and hospitalization procedures, the gradual resumption of activities and the ability to adapt to quarantine lifting plans.
It also concerns, according to the Minister, the possibility of returning to health quarantine according to the evolution of the epidemiological situation, the equality and consistency in the resumption of activities, and the continuity of the health services.
As part of its forecasts based on the evolution of the epidemiological curve in the coming weeks, the department worked on a strategic plan to support the gradual lifting of quarantine restrictions and the state of emergency but also to mitigate the impact of the spread of the virus in the short term, based on 5 bases, he said.
According to the minister, this is a massive reinforcement of laboratory tests within the production sectors which have a direct link with the citizen with the ambition of reaching one million and 915 thousand diagnostic tests for the Covid-19 by the end of next July, noting that this operation has been launched in recent weeks and the support of a number of professionals and production units and companies to promote health, security and prevention measures associated with their economic activities in accordance with national and international health security standards.
The foundations also concern the monitoring of stocks of drugs, pharmaceutical and medical supplies in order to preserve their stock in public hospitals in preparation for the total lifting of quaratine, the implementation of a redeployment plan for professionals recruited in intervention teams in Covid-19 health activities in parallel with rigorous monitoring of the epidemiological situation in order to avoid any possible new wave. It also involves intensifying awareness-raising operations on health and safety measures, social distancing and the wearing of masks even during the post-quarantine period.
Regarding the strategy of resumption of health activities for the post-quarantine period, Ait Taleb stressed that it is based on important indicators, in particular the decline in the indicator of virus reproduction to less than 1%, and the number of new cases of coronavirus infection (active cases less than 03 for every 100,000 inhabitants), the occupancy rate of hospital beds devoted to intensive care for patients affected by Covid-19 (it should not be less than 65% because 2% of cases require resuscitation), and the occupancy rate of hospital beds intended for the Covid-19 (it should not be less than 65%).
Concerning the broad lines of the post-Covid-19 strategy of the Ministry of Health, Ait Taleb affirmed that the health system in Morocco will not be the same after the pandemic, and will take into account the High Royal Directives, the objectives of sustainable development by 2030 and the recommendations of the various constitutional institutions.
The ministry has developed a strategic vision to improve the quality of public health care in the Kingdom by working in the future on specific priorities, mainly the restoration of citizens' confidence in the health system, the development and adoption of a national public health law, preparation and implementation of a regional health program in order to fill the gaps noted in the organization of health care in certain regions, in addition to investment in practical procedures for turning ideas into plans and strategies.
It also concerns reinforcing the achievements relating to the increase in the beneficiaries of medical coverage to include more than 90% of the population in 2021, equitable access to health services for all citizens and making maternal and child health a national strategic priority by strengthening the action by the national program to improve maternal and neonatal health.
