"It is necessary to review the role of the State in the fight against poverty so that it moves from the regulation of basic services to their promotion and protection," Bouayach noted in a statement to MAP.
She stressed the need to tackle after deconfinement the problem of poverty as a whole rather than only focusing on the situation of the categories concerned by this phenomenon.
In this regard, Bouayach indicated that the CNDH had noted a series of problems that had arisen during the period of confinement, citing in particular the situation of vulnerable categories.
She said that the CNDH has received a large number of complaints regarding grant applications offered during this period of confinement, advocating for the setting up of a comprehensive strategy to combat poverty.
In addition, Bouayach highlighted a number of issues raised by the CNDH during the period of confinement, including the remote trial, stressing "the need to respect the criteria and conditions for a fair trial, through the publication of an order setting out the regulatory, technical and legal measures for this trial, with a view to establishing its legitimacy, pending the presentation of a draft law governing it, while including measures related to the remote trial in the criminal procedure".
With regard to the action of the CNDH during this exceptional period, Bouayach affirmed that the Council has addressed all subjects relating to human rights in this period of confinement, citing, inter alia, issues related to vulnerable categories including children, persons with disabilities, migrants, displaced persons and women.
The CNDH has also conducted daily monitoring of the situation in prisons that have recorded cases of coronavirus contamination in Ksar El Kebir, Tangier and Ouarzazate, she said, adding that the Council has ensured the stability of the epidemiological situation in these prisons.
Furthermore, Bouayach mentioned the restriction of certain rights and freedoms during the period of confinement, like several other countries, calling for the preservation of Morocco's achievements in the field of human rights.
