The CNDP and the CDAI are two bodies responsible respectively for monitoring the protection of personal data under the provisions of Law 09-08, and to ensure compliance with the right of access to information under the provisions of Law 31-13, said Seghrouchni in an interview with MAP.
Referring to the changes in the scope of intervention of the CNDP and CDAI, the official noted that there has been no change, but rather an acceleration, and this is not peculiar to the CNDP or CDAI, but to all the institutions in our country. "These exceptional circumstances require us to act pragmatically, quickly and effectively and also to be agile, i.e. to listen, share and be able to correct as we go along," he stressed, emphasizing the collective mobilization of all institutions at the service of citizens.
With regard to the new priorities brought about by the current context with regard to the protection of personal data and the right of access to information, Seghrouchni noted that "our priority, which is also confirmed by the current difficult situation, is to provide the best possible basis for digital confidence", with a view to encouraging the digitization of society.
Concerning the right of access to information, Seghrouchni said that "there is a lot of work to be done", and that much remains to be put in place because the implementation of this right is one of the major ingredients of any good governance. As an example, he insisted on digitization, which must help to reduce the social divide and not the opposite, specifying that citizens, whether digitized or not, should be able to have access to information, as expressed in Law 31-13, in full equality.
On the implementation of the "Contact tracing" application envisaged by the government in the context of the fight against the coronavirus and the intervention of the CNDP in its implementation, Seghrouchni considered the reactions to this application as "proof of the dynamics of our society". The Commission, which is working with various officials and partners to establish digital confidence as a prerequisite for any digitization, will give its opinion on the respect of personal data and privacy, Seghrouchni pointed out.
