In its 2019 report on human rights in Morocco, published under the title "the effectiveness of human rights in an emerging model of freedoms", the CNDH notes that "in 2019 it carried out 170 visits to 76 prisons, on the subject of which it drew up reports with recommendations to guarantee detainees the enjoyment of all their fundamental rights".
It also ensures that it follows up on the recommendations that have been submitted to the competent authorities, noting that "these visits, which are part of the field activities undertaken by the Council and its regional commissions or which are part of the processing of complaints addressed to them, concern persons prosecuted in cases of terrorism or in a context of protests, or individual cases".
The document notes that the Council works to monitor the situation of residents in detention centres through the handling of grievances it receives at the central and regional levels and the visits paid by members and officials of the CNDH to places of detention or as part of the follow-up of individual cases, or at the request of one of the detainees, his family or his lawyer.
The council gives priority primarily to victims of allegations of torture and ill-treatment, to victims of violations of the right to life, the right to health, and the right to education and training, just as it is open to other institutional actors to join efforts to protect and strengthen the rights of detainees, the same source explains.
The CNDH cooperates regularly with the general Delegation for prison administration and reintegration (DGAPR) with a view to improving the conditions of prisoners.
In this regard, it emphasizes the phenomenon of prison overcrowding and its negative impact on prisoners in terms of their enjoyment of the rights to health and education in particular.
