The conditions required by the National Press Council (NPC) - an unconstitutional association, in which the Moroccan News Agency has neither the status of elector nor eligible - to issue the press card are not binding on public service journalists who remain governed by the civil service code and the MAP statute in accordance with art. 3 of Law 13-89 of professional journalists.
Faced with this unprecedented health crisis in the country, it would be irresponsible not to provide MAP journalists with a professional press card which enables them to perform their profession.
Pending reform of the texts governing the NPC, and in particular the decree which regulates conditions under which the press card is granted, it is the MAP professional press card that prevails among the agency's journalists to the exclusion of any other card.
