Expressing satisfaction that “an agreement has been reached regarding a blueprint for the reform of the judicial system for which the right conditions have been met”, HM the King insisted that “however important the said reform may be, and regardless of the regulatory texts drafted and the effective mechanisms set up, it is the actual conscience of the actors involved which is going to be the real test, not only for the planned reform, but more broadly for the efficiency of the judicial system.”
