In a speech to the nation on Tuesday on the thirty-seventh anniversary of the glorious Green March, the Sovereign said  the Economic, Social and Environmental Council, given its membership, its mandate and the skills at its disposal, "is the institution most capable of preparing this ambitious project and of ensuring its success," building on "a participatory approach that allows for the populations concerned and all interested national stakeholders to be involved."

    HM the King reiterated commitment to implement advanced regionalization, with the Kingdom’s southern provinces given priority in this process, considering the vast opportunities for the participation of citizens in the management of local affairs, for their contribution to integrated, sustainable human development.

     The advanced regionalization, the Sovereign continued, also allows for "the mobilization of the populations concerned in order to produce new elites, especially among women and young people, in the framework of a transparent, democratic transfer of power."

   Commending the important and varied development projects launched in numerous sectors for the benefit of the region’s inhabitants, HM the King stressed the need to further enhance these projects and to give fresh impetus to the Kingdom’s endeavors in this area.

   He insisted, in this respect, that "the major projects that have been implemented, those that are being assessed and those that are in the pipeline open up vast, promising prospects."
