"In concrete terms, it's a question of helping the most vulnerable Moroccan families out of their precarious situation," Besnard told MAP.

In his view, "His Majesty the King is fully aware that the accelerated development of the Moroccan economy must not leave anyone by the wayside", and this approach is "entirely consistent with the regionalization provided for in the 2011 Constitution".

"The strength of a country is its cohesion. The feeling of solidarity is very strong in Moroccan society", added the French jurist.

"With the direct social assistance program, His Majesty King Mohammed VI reiterates that respect for the dignity of all Moroccan citizens is a priority objective for the Kingdom, as this attitude contributes to the cementing of national unity," he concluded.
