In a speech delivered at an international conference on "The practices of national torture prevention mechanisms in Africa: Emerging challenges and opportunities", Dkhissi added that "this meeting, which represents an opportunity to mobilize resources and federate efforts in order to coordinate the actions of the various bodies, institutions, national and international mechanisms and security services concerned with the respect and promotion of human rights, offers us an opportunity to express our support for efforts to protect the rights of persons deprived of their liberty and prevent torture and other cruel, inhuman or degrading treatment or punishment, in compliance with the law and public order".
Pointing out that Morocco's security services are open to international experiences in the field of protecting rights and freedoms and preserving the safety and security of people deprived of their liberty, he noted that this African regional meeting represents an ideal opportunity to highlight the efforts made by the National Human Rights Council, as well as its National Mechanism for the Prevention of Torture.
In this sense, he welcomed "the cooperation and technical assistance provided to support the orientations and action plans of the security services, as based on scrupulous respect for fundamental rights and freedoms as an irreversible constitutional choice".
Dkhissi also expressed the support of the national security services and the mobilization of their resources, following the example of the various national authorities and security services, in order to «reinforce the Kingdom's efforts, under the far-sighted leadership of His Majesty King Mohammed VI, to strengthen and enhance the performance of the security services, in a way that guarantees the defense of our country's supreme interests and the protection and promotion of human rights in all fields ».
