In a clarification received by MAP, the Delegation indicated that the detainees mentioned in the report enjoy all the rights enshrined in the regulations governing prisons, just like other prisoners, namely the right to walk, study, regular visits and communication with the outside world, in addition to meetings with their lawyers.
They also have inside their cells a radio, a television with access to pay sports channels and also receive from their relatives books, magazines and newspapers, in addition to publications (books, magazines and newspapers) as well as pens and sheets of paper they have access to their request from the prisons where they serve their sentences, added the same source.
Regarding the unfounded allegations published in the report of Amnesty International about the detainee R. B in the local prison El Arjat 1, the DGAPR stressed that the administration of this prison has never forbidden his relatives to bring him a book, stating that during the year 2023 alone, the prisoner in question had received 44 newspapers including 36 in French, 19 books in addition to the Holy Qur'an, as well as a notebook and pens, knowing that the administration of this institution delivers pens and sheets of paper each time he requests them.
The same source noted that the detainee in question also receives letters from outside and is periodically visited by his family.
As for the situation of the detainee M.Z. who is serving his sentence in this same prison, the DGAPR specified that his individual cell is the result of an oral request from him expressed just after his incarceration before being confirmed in writing to the administration on 3 May 2023, adding that this detainee has received during the past months of this year two books in French and two large notebooks, contrary to the false allegations of this organization on his supposed "deprivation of access to newspapers and to maintain correspondence with his lawyer ยป.
It also indicated that the detainee M.Z addressed on April 26, 2023 a correspondence to the Public Prosecutor of the King requesting the presence of a notary at the prison in order to establish a power of attorney on behalf of his son, a lawyer by profession. In addition, the same source said that this prisoner has a television set, hot water and a heating device in his cell.
Regarding the situation of the detainee T.B. who is serving his sentence in the local prison El Arjat 2, the DGAPR said that he received many books and newspapers and also has a radio and a television with access to sports channels, adding that in the past few months of this year, he received 257 newspapers, 32 magazines, 474 printed online newspapers, 12 French-language newspapers as well as 36 books, in addition to his possession of notebooks, sheets of paper and pens that are used in his requests and his correspondence.
Regarding the case of detainee O.R. incarcerated in Tifelt prison and the allegations of the report on "his alleged deprivation to continue his studies and to have pens and paper", the DGPAR revealed that the detainee in question passed without success on October 3 a selection exam for access to the "Master's degree in social institutions and organizations" at the Faculty of Letters and Humanities Ain Chock in Casablanca, adding that his supposed "deprivation of pens and paper" is an unfounded accusation since the inmate in question has books, magazines and newspapers that he received from his family or by borrowing them from the library of the prison, in addition to the privilege of attending music classes at the educational center of the prison.
It added that the prisoner in question has received during the last months of the year 2023 a total of 72 books, 83 newspapers, 22 magazines. About his contact with the outside world, the same source said he received 49 letters, in addition to telephone communications with his relatives and family visits that are made regularly.
As for the detainee S.R. who is serving his sentence in the local prison Ain Borja, the DGAPR stressed that he also has a quantity of books and newspapers as well as a radio and television, noting that he received during the last months of this year 30 books including 13 in French, 99 Arabic newspapers, 16 French newspapers, 6 Arabic magazines and 18 others in French.
It concluded by stating that his individual cell is a result of his request dated May 25, 2020 which received a favorable response from the administration of the prison, contrary to the allegations of Amnesty International.
