This project is part of the completion of the implementation of the aforementioned law and was developed by the Ministry of the Interior in coordination with the ministerial departments concerned, said the Minister Delegate for Relations with Parliament, Government Spokesman, Mustapha Baitas, at a press briefing after the Council's meeting.
The draft sets the regions in which it is allowed to authorize activities related to the cultivation, production, establishment and exploitation of cannabis (Al Hoceima, Chefchaouen and Taounate) with the possibility of adding other provinces according to the interest shown by national and international investors in activities related to the cannabis production chain.
As part of encouraging investment in this field, the project entrusts the National Agency for Regulation of activities related to cannabis with the task of supporting applicants and facilitating the implementation of administrative procedures related to its granting, in accordance with the provisions of the Act, and in close coordination with all stakeholders, said Baitas.
The project, he added, also provides for the establishment of an advisory board that will be responsible for reviewing applications for licenses and give its opinion on them. Chaired by the CEO of the Agency or his representative, this committee will include representatives of relevant departments.
In line with the government's efforts to prevent the exploitation of legal cannabis for illegal purposes, the draft decree requires licensees to submit to the agency monthly reports on the inflow and outflow of cannabis, as well as the status of the stock, seeds, plants and products, and an annual physical inventory of each nursery and its products.
On the other hand, the Minister indicated that the draft decree empowers the governmental authorities in charge of the interior, agriculture, health, and trade and industry to issue, as the case may be, the decisions relating to the composition of the files of request for authorization related to all the activities concerning the cultivation, the production, the transformation, the industrialization, the transport and the export, as well as the importation of the productions, the seeds and the cannabis plants, in addition to the authorizations for the creation and the exploitation of these nurseries.
