Benyoub, who was the guest of MAP Forum to present his report on human rights protection, also emphasized the absence of observation and trial monitoring reports in accordance with internationally recognized standards, which challenge fair trial guarantees.
He also stressed the absence of public and private reports dealing with security governance and human rights issues, as it is the case for balancing between human rights protection and public order preservation, in particular the use of force and crowd management.
In addition, Benyoub further highlighted the lack of a comprehensive report that reinforces violation allegations of the right of association.
He stressed that serious human rights violations "have been banned", noting the absence of explicit allegations or accusations of the existence of secret centers of violation of rights and freedoms, as well as explicit allegations of enforced disappearances, torture or arbitrary detention.
On the other hand, the Interministerial Delegate for Human Rights mentioned "a crisis in the development of the human rights system", a crisis that many countries are experiencing and which is "at the heart of the equation between the protection of human rights and the preservation of security and public order".
