A joint statement said that Younes Jabrane, Secretary General of the DGAPR and Jean-Christophe Filori, Head of EU Cooperation in Morocco have chaired this conference, indicating that this project, which is part of the process of regulatory convergence towards the Community acquis and international standards (European prison rules, Nelson Mandela rules ...), aimed to draw inspiration from European best practices in training and prison governance.
This event was an opportunity to draw up a "very favorable" assessment of the results achieved, added the same source, recalling that 643 senior Moroccan executives have participated in training and 42 others have conducted study missions in Europe, while the DGAPR is equipped with a job/skills/training repository as a basis for modernization of its administration, added the same source.
It also noted that despite all the difficulties related to health measures, almost all objectives have been achieved.
The French Ministry of Justice, partner of this twinning, accompanied by the Belgian Federal Public Service of Justice and the Italian Ministry of Justice, have mobilized in Morocco, about fifty European experts coming from different bodies and organizations of these 3 EU Member States, including: prison administration directorates (regional directorates, prison training schools and penal institutions), with the objective of contributing to the institutional capacity building of the DGAPR.
With a duration of 33 months (June 2018 - December 2021 with a suspension of 9 months), this twinning financed by the European Union to the tune of 1,500,000 euros and piloted by the operator Expertise France, was managed with the support of the Directorate of Treasury and External Finance, under the Ministry of Economy and Finance.
The said closing conference takes place via videoconference, notably in the presence of Moroccan and European actors involved in this twinning, concluded the same source.
