In a letter to the head of government about the introduction of the obligation of the vaccine pass, the Council underlines that it will work in favor of a debate on this issue and the means to replace this document by a health pass in order to overcome the constraints relating to the management of the current stage.
The letter insisted on the implementation of the health pass which will certify immunity by presenting a negative PCR test according to the provisions in force, a certificate of recovery from Covid-19 or a certificate issued by a doctor justifying the exemption from vaccination with the details of the causes.
The Council has sent this letter after having taken note of the decision, made public on October 18, and having set the 21 of the same month as the date of entry into force of a new preventive approach based on the vaccine pass as the document adopted by health authorities.
It recommends, in the letter, to intensify communication with unvaccinated citizens to achieve collective immunity and try to guarantee their access to public places, mainly public services, which cannot be restricted without a decision by this direction while taking the necessary transitional measures, so as not to prejudice individual and collective freedoms in terms of access to public services.
It also calls for setting a reasonable period to allow citizens to adapt to the measures taken and for the authorities to provide the required technical means in this area (certificate for taking the first dose, health pass, etc.).
In this regard, it will also be a question of examining the possibilities of easing more restrictions following the adoption of the health pass.
The Council recalls the recommendations contained in its 2020 annual report, in particular those relating to the extension of the state of health emergency as well as the lifting of this measure in the absence of necessary requirements.
From this perspective, the emphasis was placed on a series of issues linked to the obligation of the vaccine pass, in particular the influx of a large number of citizens to vaccination centers since October 21, the cases of people in vulnerable situations, specifically women; the elderly and those living in rural areas who find it difficult to download this document.
On the other hand, referring to the protests and grievances of citizens which have reached it, the Council drew attention to the ban on certain people from accessing public services (administrations, shopping centers, transport) dur to the lack of vaccination pass and alternative measures in this regard.
It also refers to the gap in the treatment reserved by public administrations and companies with regard to the situation of civil servants and employees who do not have this document, not to mention the cases of overloading in public transport due to the application of this measure.
