According to the presentation note of the said bill, the budget devoted to the health sector, including 6.9 billion DH dedicated to investment, has increased by 3 billion DH compared to that of 2021.
The budget items allocated to the ministry of Health and Social Protection reach 5,500, the document says.
These measures seek to ensure the access of all citizens to health care and thus embody the right to health stipulated in article 31 of the Constitution.
Thus, to support the major social protection project launched by HM King Mohammed VI, the draft finance bill is planning a health system reform project, based on 4 axes of orientation, in particular the development of human resources, by lifting restrictions enshrined in law 131.13, in connection with the exercise of the profession of doctor by foreigners in Morocco, under the same conditions as Moroccans, with the creation of a public health service aiming at enhancing human capital in the health sector.
In addition, the draft bill proposes the qualification of the health supply, through the upgrading of primary health care establishments (health centers) relating to the rehabilitation of buildings, equipment and the strengthening of human resources.
The second measure concerns the continuation of the hospital rehabilitation program, with an annual budget of 1 billion DH by 2025, to strengthen hospital capacities in biomedical equipment and materials, in addition to the institutionalization of the obligation of compliance to the health course, in order to reduce costs and improve the length of patient care.
In this regard, the document underlines the need to access the course of care through primary health care establishments or by a general practitioner.
The third orientation axis is about the strengthening of the governance of the health system through the creation of territorial health groups nearby university hospital centers which will include, at the level of each region, all the health structures affiliated to the ministry.
The fourth axis relates to the creation of an integrated information system which makes it possible to precisely follow the path of each patient, through a medical file shared between the various stakeholders, such as public or private medical institutions, health insurance agencies and the regulatory body.
According to the same source, and as part of the implementation of the reform of social protection, the year 2022 will be marked by significant efforts in terms of qualification of health infrastructure, with the allocation of 6 billion dirhams for upgrading structures and strengthening its equipment (2.7 billion dirhams more than in 2021).
Thus, the main measures will be based on the launch of the construction of the new Ibn Sina university hospital for 1.1 billion DH, the preparation for the establishment of comprehensive health coverage, in particular through the rehabilitation of nearly 1,500 primary health care establishments centers, at an estimated cost of 500 million DH.
They will also relate to the continued construction and rehabilitation of regional and provincial hospitals, at an estimated cost of 600 million DH, as well as support for the creation of an integrated information system, at a cost of 500 million DH.
In addition, the year 2022 will see the continuation of the fight against the Covid-19 pandemic, through the vaccination campaign and the care of patients, in addition to the completion of the investment projects within the framework of the agreements signed before the HM the King, and which aim to develop the health infrastructure.
The reinforcement of the hospital offer and the improvement of the access to health care is also planned, through the continuation of the construction and the equipment of the university hospitals in Agadir and LaĆ¢youne, as well as the putting into service of several hospitals, including the extension of the provincial hospitals of Errachidia, Ouarzazate, Kenitra, Fqih Ben Salah, Al Hoceima, the psychiatric hospital of Agadir and the day hospital in Ifrane.
Continued support for various health programs, including maternal, child and disabled health is also among the measures that will be adopted, the source points out.
