Rachdi, who was speaking at the 6th International Congress of the Association of Mediators and Ombudsmen of the Francophonie (AMOF), noted that Law No. 37-10 aims to provide whistleblowers with protection against disciplinary or judicial proceedings and defines several measures to protect them in the fight against corruption (physical protection, concealment of identity, non-indication of the real address, censorship of telephones after the consent, technical means to change the voice ...).
In a presentation titled "the protection of whistleblowers is an important lever to consolidate the system of fighting corruption, " he called for an independent institutional body to receive appeals and ensure the protection of victims against certain forms of retaliation (economic, professional, ...) to which whistleblowers are exposed.
In this context, Rochdi called for strengthening the legal provisions to promote the protection of whistleblowers, extending the scope of protection to cover broadly the various manifestations of corruption and other financial crimes and opening several levels of filing (with the hierarchy, administrative control bodies, authorities and bodies concerned with the fight against corruption).
He also called for the awareness of citizens on the evils of corruption and for integrating whistleblowing as a protected right, but also as a moral and legal duty, in order to broaden the participation of citizens in public policies.
Initiated by the Institution of the Ombudsman, the 6th International Congress of the AMOF (May 17-18) was attended by 60 mediators and ombudsmen members of the association, representatives of international organizations, as well as Moroccan and international experts.
